Quote from Project Management Institute Dallas:
What you put in the Charter is essentially the objective of the project, the scope of the project, what things will be done to complete the project, and who it is that needs to formally authorize the project. And, the best part of the Charter is that if it isn't in the Charter, you can't do it. This keeps your boss and others from continuously changing their minds and not letting you finish what you started.
This is a very important component of the project that is often overlooked. Think of the Project Charter as your "Permission" to continue. Why do you need permission you may ask? Because 80% of project failures occur from a lack of communication. Have you ever had your boss tell you what they needed from you and then ask you to something completely different? I'll bet that not only did you clarify exactly what they wanted, but you spent an enormous amount of time creating it. Only in the end to have them tell you that you must have misunderstood. A Project Charter is really your protection against this type of mismanagement and miscommunication.
In my opinion, the planning stage provides the project manager with the ideal opportunity to develop team buy-in. As mentioned above, this is often best done by engaging the team members very early within the planning process via collaboration activities. This can be a great strategy! Have the team involved with estimating the costs and schedule they're going to, in the long run, be responsible for. You would be amazed how highly effective this is - I have experienced it's benefit frequently. It's remarkable how hard the team will continue to work towards reaching their "own" obligation instead of a due date that has been handed down. It's a significant difference - utilize the potential of this in your favor. If you incorporate the team in the development of the project budget and schedule you'll be light years ahead.
Often we can make assumptions about people or situations and it is the same with projects, everyone can have different ideas about what is a project is or is not. This in itself is worth defining and it can vary from company to company depending on the size and scope of the project.
